Why Rubio Is Visiting Reliance’s Oil Refinery in India, the World’s Largest

US Secretary of State Marco Rubio is visiting the Jamnagar oil refinery in Gujarat, India, owned by billionaire Mukesh Ambani’s Reliance Industries, to strengthen energy cooperation, discuss oil supplies and advance US economic interests. The visit on October 21, 2026, comes as Washington seeks to influence global oil trade amid tensions over Russian oil and the war involving Iran.

Marco Rubio

1. To Encourage India to Buy and Refine More Venezuelan Oil

One of the main reasons for Rubio’s visit is to encourage Reliance to process more Venezuelan crude oil at its Jamnagar refinery.

The United States is seeking additional buyers for Venezuelan oil and wants to expand its influence over international energy supplies. Reliance is particularly important because its refinery can process heavy crude oil that many other refineries find difficult to handle efficiently.

Rubio has indicated that Washington wants to discuss increasing Reliance’s purchases and refining of Venezuelan crude. He has also raised the possibility of Reliance becoming involved in oil production in Venezuela.

2. To Address India’s Purchases of Russian Oil

India is one of the world's largest importers of crude oil and has become a major buyer of Russian oil since Russia invaded Ukraine in 2022.

Reliance has played a significant role in this trade, processing Russian crude at its refineries and selling refined products, including diesel and petrol, to international markets.

Washington has sought to pressure countries purchasing Russian oil as part of its efforts to restrict Moscow’s energy revenues. However, the United States also recognises India's importance as a strategic partner.

Rubio has acknowledged that India cannot easily replace Russian oil overnight because of its enormous energy needs. His visit provides an opportunity to discuss how India might diversify its oil supplies while maintaining cooperation with Washington.

3. To Help Stabilise Global Oil Prices

The Jamnagar refinery is important to international energy markets because of its enormous processing capacity.

The complex can process approximately 1.4 million barrels of crude oil per day, making it the world's largest single-site oil-refining complex.

Its refined products are exported to several international markets, including Europe. Increasing supplies of Venezuelan crude and maintaining refinery operations could help support global fuel supplies at a time when geopolitical conflicts are creating uncertainty in energy markets.

The United States is also facing pressure from rising fuel prices, making energy supplies an important economic and political issue for the Trump administration.

4. To Strengthen US–India Trade Relations

Rubio's visit is also part of wider efforts to improve economic relations between Washington and New Delhi.

The two countries have been negotiating a trade agreement, but discussions have faced difficulties over tariffs, energy purchases and other economic issues.

Rubio has held talks with India's External Affairs Minister, Subrahmanyam Jaishankar, in Mumbai. The discussions have focused on trade, energy, technology and broader strategic cooperation.

The refinery visit gives Washington an opportunity to engage directly with one of India's most influential private companies while exploring opportunities for further commercial investment.

5. Reliance Is Also Investing in the United States

The relationship is not simply about American demands on India. Reliance is also investing in US energy infrastructure.

The company is backing a proposed oil refinery project in Brownsville, Texas, which President Donald Trump announced in March 2026. The project is expected to expand US refining capacity, although its construction and operation will take time.

Reliance's involvement gives both countries a commercial reason to maintain cooperation, despite disagreements over tariffs and India's purchases of Russian oil.

Why Is This Visit Important?

Rubio's visit brings together several major issues:

Oil diplomacy: Encouraging Reliance to process more Venezuelan oil.

Russia and Ukraine: Addressing India's continued purchases of Russian crude.

Global energy security: Maintaining supplies of diesel, petrol and other refined products.

Trade negotiations: Supporting efforts to improve US–India economic relations.

Investment: Building on Reliance's involvement in US energy projects.

The central point is that the visit is about much more than inspecting an oil refinery. Washington sees Reliance as an influential player in global energy markets whose commercial decisions could affect oil supplies, Russian energy revenues and US–India relations.

However, the visit does not necessarily mean India has agreed to stop buying Russian oil or that a final trade agreement has been reached. Those questions depend on further negotiations and the decisions of both governments and private companies.
