Scientifically, a cloud is a visible mass of water droplets or ice crystals in the atmosphere. It forms when water vapor in the air cools and condenses around tiny dust or salt particles. Depending on the air temperature, these tiny droplets can be liquid (above 0°C) or ice (below freezing).
